The Ministry of Industry and Tourism is the Department of the General Administration of the State responsible for the proposal and execution of the Government's policy in the field of industry and tourism in accordance with Royal Decree 829/2023, of November 20, by which the ministerial departments are restructured. In accordance with the provisions of Royal Decree 409/2024, of 23 April, which develops the basic organizational structure of the Department, the State Secretariat of Tourism directly depends on the General Directorate of Tourism Policies, which will exercise, among other functions, the development of plans and programs that promote innovation, quality, sustainability and competitiveness of tourism products of high added value for the client; as well as the promotion of new categories of product that contribute to the seasonalization and deconcentration of the offer, all based on public-public and public-private collaboration.

Within the scope of the competences held by the State Secretariat of Tourism, different subsidies are regulated by royal decree in which the circumstances provided for in article 22.2.c) of Law 38/2003 of 17 November are given, which justify that the most appropriate option is the direct concession for its public, social and economic interest. These grants allow entities that have a long track record of acting in the tourism sector to allocate more resources to the development of initiatives that contribute to the sustainability of the tourism sector and to the improvement of its competitiveness. The objective of this royal decree is to respond to the specific challenges faced by the tourism sector through the different beneficiary entities.

Under the provisions of article 26.6 of Law 50/1997, of 27 November, of the Government, the affected citizens are given a hearing and any additional contributions can be made by other persons or entities.

Structure of the Royal Decree

The draft royal decree consists of an exhibition part, a dispositive part that has 14 articles and a final part that consists of two final provisions.

The claims must be presented using the attached document model, or a similar one, clearly ordering and separating the different comments made, and identifying the paragraph and the text to which each one refers.

Only the responses in which the sender is identified will be considered, stating in them:

• Name and surname/denomination or social reason of the participant
• Organization or association (if applicable)
• Contact (email).

In general, the contributions received will be considered to be open to public dissemination. The parts of the information submitted that, in the opinion of the interested party, should be treated confidentially and therefore should not be freely disseminated, should be specifically indicated in the text of the contribution itself, not considering for this purpose the generic messages of confidentiality of the information.
